This could be due to strict firewall rules in your network. Your firewall must be open for outbound connections (TCP) towards the gateway IP address and the specific port when using XML / Client Component interface, or applications based on these.
You can log onto PSWinCom Accountweb and use the Send Test SMS function there to make sure the gateway is operational.
